Privacy Policy

Version 3.0 | Effective Date: October 8, 2026

California Safe Driver ("CSD," "we," "us," or "our") is operated by Cobert Safety Professionals LLC, a California limited liability company doing business as California Safe Driver.

This Privacy Policy explains how we collect, use, disclose, store, and protect information obtained through:

By using the Website or enrolling in a course, you consent to the practices described in this Privacy Policy.

Section 12 explains how we handle information about riders in our E-Bike Dynamics program, including children under 13. Using the Website is never treated as a parent's consent for a child.

1. Information We Collect

Information You Provide

When you create an account, enroll, contact us, or participate in a course, we may collect:

Account and Identification Information

Enrollment Information

Payment Information

Payments are processed through third party payment providers.

Credit and debit card information is entered directly into the processor's secure payment system and is not stored on CSD servers.

We may retain tokenized payment references provided by payment processors to support approved future transactions such as:

Accessibility and Accommodation Information

If you request an accommodation or accessibility assistance, we may collect information necessary to evaluate and provide reasonable accommodations.

Communications

We collect information contained in:

Live Class Sessions

Our live online classes run on Zoom or on our own online classroom. Classes on our own classroom show live captions of what is said, made on our own servers. If a student picks Spanish captions in a class taught in another language, we translate into Spanish on our own servers. For other caption languages, we send the caption text, never audio, to Microsoft Azure Translator, which translates it for us.

We do not record or keep audio or video of live classes. At our discretion, we may keep a text transcript of what is said in a live class, with the name each speaker uses in class, as a safety record of the class. Inside our company, only a small number of our staff administrators can read a transcript, and we log every time one is opened. We share a transcript only when the law requires it, such as a subpoena or court order, or when needed to protect someone from imminent harm. Otherwise, we do not show transcripts to instructors, students, parents or agencies. We delete a transcript 24 months after the class. Because it is a safety record, we do not delete a transcript earlier at anyone's request, including a request to delete a child's information, unless a legal hold requires us to keep it longer.

Requests may be submitted using the contact information below.

CSD does not sell personal information.

We do not sell or share the personal information of anyone under 16.

12. Children's Privacy and E-Bike Dynamics

Most CSD courses are for adults and teens 16 and older. One program, E-Bike Dynamics, is a live online e-bike safety class for riders 18 or younger on the class date. It has no minimum age, so we knowingly collect information about children under 13.

This section is our notice to parents under the federal Children's Online Privacy Protection Act (COPPA). It applies to every E-Bike Dynamics rider, whatever the rider's age. If it conflicts with another part of this policy, this section controls for riders.

California Safe Driver (Cobert Safety Professionals LLC) is the only operator responsible for this information. Our service providers, listed below, act for us. Our address, phone number and email are in Section 16.

How a Parent Enrolls a Rider

A parent or legal guardian aged 18 or older ("Parent") holds the CSD account and enrolls every E-Bike Dynamics rider ("Rider"). The Rider has no CSD account or password.

Enrollment goes in this order. The Parent enters the Rider's date of birth. Next, the Parent reads our notice and gives consent. Only then does the Parent enter the Rider's name. Without the Parent's consent, we collect nothing more about the Rider.

To give consent, the Parent ticks one box, "I consent to the terms". The sentence just above the box says that ticking it confirms the Parent is the Rider's parent or legal guardian and has read and agrees to our notice and this Privacy Policy. This one consent covers everything in this section, including sharing with the referring agency, and we need it to enroll any Rider. Paying for the class is never treated as consent, whether the Parent, an agency or anyone else pays.

For a Rider under 13, federal law also requires us to confirm that a parent gave the consent. We confirm it with a credit or debit card. When the Parent pays for the class at checkout, the payment is the confirmation. When someone else pays through a payment code, the Parent confirms with a $0 check of the Parent's own card while signed in to the Parent's CSD account. We make no charge for this check, though some banks briefly show a $0 or very small pending amount that then drops off. Our office can instead confirm it with the Parent by phone or video call. Until this is done, we send no class or Playbook link to the Rider and no signing link to the Parent. If it is not done before the class or within 30 days, we delete everything we collected about the Rider: name, date of birth, email address, referring agency and citation number.

We do not make a Rider give more information than the class reasonably needs.

What We Collect About a Rider

We do not collect a Rider's home address, phone number or school.

A Rider cannot post information publicly on our website. Only the people in the live class can see, hear or read what a Rider shares there, and inside our company a class transcript, if we keep one, is read only by a small number of our staff administrators. We share a transcript only as described in Live Class Sessions in Section 1. The certificate check never shows a Rider's name.

How We Use a Rider's Information

We use it only to run the class: to enroll the Rider, send class links and reminders, run the live class, check that Riders are taking part, keep a safety record of the class, sign Our Riding Agreement, issue the certificate, confirm completion to the agency that referred the Rider, if one did, keep our systems secure, and keep the records described below.

During class, the Rider types private reflections in the Student Playbook, a page that opens only from the Rider's personal class link. The Rider can save, reopen and change the entries until the Riding Agreement is signed, and can read them until they are deleted. The entries are not a grade and are never reported to an agency or anyone else. We do not show them to the Parent, the instructor or other Riders. The instructor sees each Rider's name with a check for every part saved, never the answers. Our staff look at entries only when needed to fix a technical problem, and only our hosting and backup providers listed below store them for us. The Pre-Test and Post-Test answers the Rider marks there are for the Rider only. We keep the entries so the Rider can return to them after class and so the ACTION and BACKUP lines can fill in Our Riding Agreement, where the Parent and Rider can change or remove them before anyone signs. We delete the entries 30 days after the class.

We do not use a Rider's information for advertising or to build a profile of the Rider. The pages a Rider uses (the class link, Playbook and signing pages) have no advertising or analytics tags.

Who We Share a Rider's Information With

The referring agency, as part of the program. When you enroll, you tell us who referred your Rider: a law enforcement or police agency, a court, probation, an attorney, or another source. Confirming your Rider's completion to the agency you name is part of the program: it is how that agency learns your Rider finished the class. The one consent you give to enroll covers it, and there is no separate release to agree to. If you name no agency, or an attorney referred your Rider, we share nothing with any agency. An attorney gets no portal and no release of information (see the certificate check below).

Only that agency can find your Rider's E-Bike Dynamics enrollment in our staff portal, by searching an exact name and date of birth. The portal shows status and dates only: the Rider's name, the course, the class date, whether your Rider completed the class, the date the certificate was issued (or that it was revoked), and whether the agreement was signed. It never shows a document, so the agency cannot download the certificate or the signed agreement, and it never sees the Rider's Student Playbook entries or any class transcript. Your family sends the certificate and the signed agreement to the agency yourselves, and the agency can check a paper certificate by its QR code. If the agency asks, we also email it a monthly report that lists citation numbers (never names), enrollment status, completion status and class date.

Anyone you show the certificate to. The certificate has a QR code. A person who scans it and types the Rider's last name sees only "Verified" with a note that the Rider completed the class and signed the agreement, the class date and the course name, or "Not verified". The page never shows the Rider's name, date of birth, agency or citation number. An attorney who represents a family checks a certificate only this way, because we give attorneys no portal and no release of information.

Service providers. These companies help us run the program. They may receive a Rider's information only to provide their service to CSD:

If you use a payment code, we email a payment link to the payer you name. The email, any reminder and the payment page show your Rider's first name and last initial (for example, Jamie S.), the class, the class date and the amount, and nothing else about your Rider. Paying gives the payer no completion information.

Legal requests and security. We may share a Rider's information to respond to legal process or a law enforcement request, or to protect the security of our systems, as COPPA allows. Our Security Coordinator reviews each law enforcement request and decides it case by case. A live class transcript is the exception: we share one only when the law requires it, such as a subpoena or court order, or when needed to protect someone from imminent harm (see Live Class Sessions in Section 1).

We do not sell or share a Rider's information for advertising, and we give it to no one else.

Your Rights as a Parent

At any time, you may:

To ask, contact our Security Coordinator using the details in Section 16. To protect your Rider, we confirm the request comes from you. We check it against the email address on your CSD account, and we may reply to that address or ask you to sign in before we act.

We delete it, including the certificate, right away rather than after 24 months, in the same way as described in How Long We Keep It. Withdrawing your consent also deletes it this way. If a payment for the class is still being processed, we delete it once that payment is settled. We keep it longer only if the law requires us to. Withdrawing consent or deleting your Rider's information ends the enrollment going forward: we cancel any class your Rider has not yet taken, without a refund or credit, your Rider's class links stop working, the agency can no longer find your Rider, and we cannot issue a certificate. After deletion, the certificate check shows "Not verified". Information we shared with the referring agency or a payer before your request stays with them. One exception: a live class transcript is a safety record. If we kept one for your Rider's class, we keep it, including what your Rider said and your Rider's first name and last initial, for 24 months even after you ask us to delete your Rider's information, and then we delete it.

How Long We Keep It

Except for Playbook entries and the citation number, we keep a Rider's information for up to 24 months after the Rider's class, so the family and the referring agency can confirm completion and so we can answer questions about the class.

After 24 months we remove the Rider's identity. We delete the Rider's name, date of birth, email, referring agency, signatures, the signed agreement, and IP address and device data. We keep only a record without the Rider's name or details (enrollment and certificate numbers, class date, completion status, the dates of consent and signing, and amount paid). It stays with the Parent's account for accounting and counts. From then on, the certificate check shows "Not verified".

We delete Playbook entries 30 days after the class, except the ACTION and BACKUP lines that became part of the signed agreement; those are kept and deleted with the agreement. We erase the citation number about 90 days after the certificate is issued. Payment records are kept for 7 years for tax purposes, without the Rider's information. Deleted information leaves our backups within about 5 weeks. Copies held by our service providers are deleted on their own schedules. If a legal claim or legal process requires us to keep a record longer, we keep only what it requires until it is resolved, then delete it on this schedule. We delete any class transcript 24 months after the class.

Security

We protect children's information under a written information security program. Our Security Coordinator is responsible for it and reviews it every year.

A Child Not Enrolled by a Parent

If we learn that we collected information from a child under 13 without a Parent's consent, we will delete it.

13. Data Retention

Information may be retained as reasonably necessary for:

Retention periods may vary depending on the type of information and operational requirements.

Live class transcripts, if kept, are deleted 24 months after the class, as described in Section 1.

Information about E-Bike Dynamics riders follows the schedule in Section 12.

14. External Links

The Website may contain links to third party websites or services.

CSD is not responsible for the privacy or security practices of external sites.

15. Changes to This Privacy Policy

We may update this Privacy Policy periodically.

Updated versions become effective upon posting unless otherwise stated.

Continued use of the Website or services after updates constitutes acceptance of the revised policy.

For a child's information, we will not make a material change without first telling the Parent and getting new consent.
